Finally, after several weeks of hiatus found some interesting info that might be of your interest!
Slashfilm - Rob Edwards Writing Robert Zemeckis Project ‘Animated American’
Seems that Robert Zemeckis wasn’t already done with Disney, since he’s now in charge of a project named “Animated American”, which is apparently a mix of live-action and animation like “Who Framed Roger Rabbit”.
The script, which is written by “The Princess and the Frog” screenwriter Rob Edwards features an animated baby being raised by a human family until he turns 18 and decides to say farewell to his foster family, in his search for his real animated family. Doesn’t that sounds awfully familiar? Since the discarded sequel “Roger Rabbit II: Toon Squad” features the very same original premise but spiced with jews, some nazi fellas and some WWII scenery (thanks goodness it never came to fruition, since I’d hate knowing about Roger’s actual father… Yes, THAT despicable rabbit).
If you’re following me, then you’ve got enough reasons to think “Animated American” is just a working title for “Roger Rabbit 2”… And let’s hope Disney and Zemeckis are actually working on this! =3

I think this is separate from the Roger Rabbit franchise. I actually first heard about this film back in 2006 at this blog: http://jedaniels-adventures.blogspot.com/2006/10/disney-to-release-animated-american.html
Unfortunately , the comingsoon.net article it links to is no longer there, but suffice to say that it still involved Zemeckis and Disney.
Still sounds like a potentially interesting film, though.
Hmmmm... Interesting; guess I'll have to research about "Animated American" since it's rather odd Bob Zemeckis is again working at Disney with a project very similar to Roger Rabbit, and reminiscent of RRII: The Toon Platoon.
Thanks for the heads up, John! =D
Guess my answer was quick found, John:

It seems a short feature with the same name was released back in 2008, and it was directed by former Disney 2D animators.
The premise is way different to the current "Animated American" project, so who knows? Maybe my heartbeat about "Animated American" being only a working title is still alive =D
I thought the script for the Roger sequel was being written by the writers of the original. So is that version scrapped then?
@Alex: I don't really know... News have been scarce and I don't want to give you any kind of speculations about the screenplay.
Um....... Animated American is based off of a short film of the same name. It's about a Studio exec looking for a new home. The one who sells him the home is Max Rabbit, an out of work Toon who prefers the term "Animated American."
